Nomura Real Estate and five other companies announced on October 15 the outline of a large mixed‑use development on part of the former University of Tokyo Nishi‑Chiba campus in Inage Ward, Chiba City.
The site is about 75,000 m² and lies a 3‑minute walk from Nishi‑Chiba Station on the JR Sobu Line.
The plan includes:
~1,300 residential units (apartments, student housing, serviced senior housing)
Detached houses
Commercial facilities
Academic & sports facilities
Nursing care facilities
A central plaza of about 12,000 m² spanning across university and park grounds
To promote harmony in design and livability, the project will use three “codes”:
Architectural code (design guidelines, color palettes)
Landscape code (plant species, trees, lighting, pedestrian paths)
Wellness code (guidelines for health and wellbeing in spatial design)
As for phasing:
The first residential zone (“Nishi‑Chiba Residence Avenue”) will consist of 512 units developed by a joint venture of six firms, with sales starting in November.
A second zone will add 319 units
Construction is already underway for the senior assisted living, student housing, and commercial portions; remaining facilities will follow in phases
Once complete, the development aims to accommodate about 2,600 permanent residents across different age groups, creating a walkable, mixed‑community district.
